Department: Deck

Main function: Responsible for the Maintenance of firefighting and Lifesaving equipment. Carries training and drills as per SMS

Direct Subordinates: Deck Officers/Cadets (they assist him in carrying out his duties)

Next in Command: 1st Officer

Profile

  • Must have sound knowledge of passenger vessel & at least 2 years in Passengers’ ship
  • Large-scale knowledge of the applicable codes, guidelines and standards
  • Well acquainted with the Safety, Health and Environmental Protection Management System and MLC requirements
  • Minimum of seagoing experience as Officer on Watch for at least two years on board the vessels type or other adequate experience (unless decided different by the company)
  • Leadership capacity
  • All certificates and licenses as required by the STCW Code for this position and Preferable to have Master’s license ( Class A)
  • Minimum 8 years ship’s experience. (unless decided different by the company)
  • Must have acceptable Typing and Computer skills
  • It is recommended to have USPH, Coast Guard & UK MCA Port State Control experience
  • It is recommended to have minimum knowledge in HACCP
  • It is recommended to have IPM knowledge
  • Must be knowledgeable in the ISM matters

Areas of Responsiblity

  • Maintenance of safety Equipment
  • Identification of training requirements for crew including necessary drills
  • Investigate and report on board accidents
  • Encourage and inspire all crew members towards the growth of an on board safety culture
  • Identify and manage the safe storage and handling of all hazardous materials.
  • Ship’s safety committee.
  • Ensure the muster list is relevant and personnel are informed of their roles within it
  • Safety Management System
  • In port manning crew ( a reasonable amount of crew members is to remain at all time on board for safety reasons)
  • Risk Assessment

Positions Demanding Liasion

  • Chief Engineer - All engineering matters relating to safety issues
  • Staff Captain - All deck matters relating to safety issues
  • Hotel Director - All hotel matters relating to safety issues
  • Doctor - All medical matters relating to safety issues

At all times a professional and diplomatic relationship is to be maintained with all other officers whilst protecting the interests of the operations contract

Specific Duties/Responsiblities and Activities

  • Is responsible for effective familiarisation training on board
  • Ensures that standards of occupational health and safety for crew members are maintained
  • Collaborates with the SSO, Sanitation Officer, Doctor in establish a schedule of drills and training according to SMS and MLC requirements
  • Is taking care of the safety training for crew and passengers on board
  • Identifies any deficiencies in crew training and advises the Master accordingly
  • Plans, controls and records all service, maintenance and repair activities for life-saving and fire-fighting equipment
  • Verifies by carrying out a risk assessment that crew members a fit (fatigue, stress…) to work during their contract period.
  • Maintains watch with a newly embarked officer for familiarization
  • Organizes safety committee meetings as per MLC
  • Maintains safety equipment in such a way that all equipment is ready for use
  • Is responsible for the maintenance of firefighting and lifesaving equipment under the supervision of the Staff Captain
  • Organises fire patrols
  • Supervision of fire precautions; fire safety rounds etc.
  • Plans, controls, records and analyses emergency simulations and drills in co-operation with the Master and Staff Captain
  • Updates the muster list
  • Responsible for the implementation of the SMS, especially the company policy
  • Motivates ship’s officers and crew in the execution of the SMS
  • Continuously reviews the SMS
  • Has to forward safety reports to the company
  • Investigates accidents and incidents in co-operation with the Staff Captain and Chief Engineer
  • Promotes safe working practices throughout the vessel
  • Ensures that Hazardous situations are identified in his department and dealt with
  • Ensures that all identified risks to the vessel, personnel and the environment and establish appropriate safeguards ( Risk Assessment)

Authority:

  • Assigns special duties to the deck officers and crew in co-operation with the Staff Captain
  • Orders spare parts, services etc. for life-saving and fire-fighting equipment
  • Proposes any changes with respect to the SMS

Substitute: 1st Officer (Navigation Officer)

Reporting to: Master, Staff Captain

Passenger Service

  • He is informed about passenger complaints concerning his area of responsibility and deals in the most diplomatic way.
  • He carries out investigation of passengers accidents.

Management

  • Participates in Master Meetings, Participates in Maintenance Meetings, organizes in Safety & Health Meetings.
  • He participates in Weekly Public Health Inspections when directed so by the Staff Captain
  • He ensures that MLC Complaint procedures form is handed to all crew members.
  • He reports all defects and deficiencies aboard to the Staff Captain & Master. Matters requiring immediate action and/or assistance from the Company are reported without delay by telephone, telex, e-mail, mobile or fax.
  • It is important that the Safety Officer takes his place outside departmental influences in order to carry out his duties.
  • He evaluates Deck crew as per SMS.
  • He has to lead subordinates successfully into productive working methods by setting an example and utilising all available management tools.
  • He organizes in port manning crew for safety reasons. He completes a Handover protocol when signing on a company’s vessel.
